Kancel\u00e1\u0159 Ombudsmana pro zdrav\u00ed (KOZ) zve\u0159ejnila na sv\u00fdch <strong><a title=\"http:\/\/www.ombudsmanprozdravi.cz\/\" href=\"http:\/\/www.ombudsmanprozdravi.cz\/\" target=\"_blank\">webov\u00fdch str\u00e1nk\u00e1ch<\/a><\/strong> nov\u00fd Manu\u00e1l zdravotnick\u00e9ho pr\u00e1va ur\u010den\u00fd \u0161irok\u00e9 ve\u0159ejnosti, \u00fa\u0159edn\u00edk\u016fm i zdravotnick\u00fdm pracovn\u00edk\u016fm. Tento unik\u00e1tn\u00ed pomocn\u00edk vych\u00e1z\u00ed p\u0159\u00edmo z konkr\u00e9tn\u00edch podn\u011bt\u016f ob\u010dan\u016f, kter\u00e9 Kancel\u00e1\u0159 Ombudsmana pro zdrav\u00ed \u0159e\u0161\u00ed.<\/p>\n<p style=\"text-align: justify;\">\u201eV Manu\u00e1lu zdravotnick\u00e9ho pr\u00e1va se lid\u00e9 dozv\u011bd\u00ed p\u0159edev\u0161\u00edm to, jak\u00e1 jsou pr\u00e1va pacienta na jedn\u00e9 stran\u011b pr\u00e1va poskytovatel\u016f zdravotn\u00edch slu\u017eeb, resp. l\u00e9ka\u0159\u016f a dal\u0161\u00edch zdravotnick\u00fdch pracovn\u00edk\u016f, na stran\u011b druh\u00e9,\u201c konstatoval MUDr. Martin Jan Str\u00e1nsk\u00fd, zakladatel Kancel\u00e1\u0159e Ombudsmana pro zdrav\u00ed, a dodal: \u201eNejde v\u0161ak o klasickou p\u0159\u00edru\u010dku, kter\u00e1 se nap\u00ed\u0161e, pou\u017eije a \u010dasem zapomene. Jej\u00ed obsah bude dopl\u0148ov\u00e1n podle aktu\u00e1ln\u00edch probl\u00e9m\u016f, s nimi\u017e se lid\u00e9 na na\u0161i kancel\u00e1\u0159 obracej\u00ed. Rovn\u011b\u017e bude pravideln\u011b aktualizov\u00e1n tak, aby st\u00e1le odpov\u00eddal pr\u00e1vn\u00edmu \u0159\u00e1du \u010cR.\u201c<\/p>\n<p style=\"text-align: justify;\">V Manu\u00e1lu zdravotnick\u00e9ho pr\u00e1va najdou lid\u00e9 nap\u0159\u00edklad v\u0161e o tom, jak mohou zach\u00e1zet se zdravotnickou dokumentac\u00ed ulo\u017eenou u l\u00e9ka\u0159e. P\u0159e\u010dtou si, co je vlastn\u011b skute\u010dn\u011b informovan\u00fd souhlas, kdo jej m\u00e1 s pacientem uzav\u0159\u00edt, jak m\u00e1 vypadat a kdy jej nen\u00ed t\u0159eba. Jsou zde kapitoly o d\u0159\u00edve vysloven\u00e9m p\u0159\u00e1n\u00ed a informace, kter\u00e9 pomohou vyznat se lidem v nab\u00eddce nadstandardu a v tom, zda je nebo nen\u00ed opr\u00e1vn\u011bn\u00e1. Cel\u00e1 kapitola je rovn\u011b\u017e v\u011bnov\u00e1na ot\u00e1zk\u00e1m \u0159e\u0161en\u00ed p\u0159i nespokojenosti s l\u00e9\u010dbou \u010di chov\u00e1n\u00edm zdravotnick\u00e9ho person\u00e1lu. (Obsah manu\u00e1lu, viz P\u0159\u00edloha) Manu\u00e1l zdravotnick\u00e9ho pr\u00e1va bude p\u0159\u00edstupn\u00fd na z\u00e1klad\u011b ro\u010dn\u00edho p\u0159edplatn\u00e9ho v sekci Zdravotnick\u00e9 pr\u00e1vo (290 K\u010d, 190 K\u010d pro studenty).<\/p>\n<p style=\"text-align: justify;\">\u201eDrtiv\u00e1 v\u011bt\u0161ina st\u00ed\u017enost\u00ed, kter\u00e9 do Kancel\u00e1\u0159e Ombudsmana pro zdrav\u00ed p\u0159ich\u00e1zej\u00ed, vych\u00e1z\u00ed z nevhodn\u011b nastaven\u00e9ho vztahu mezi zdravotnick\u00fdmi pracovn\u00edky, zejm\u00e9na l\u00e9ka\u0159i, a pacienty. Je\u0161t\u011b jsme si nezvykli na to, \u017ee jde nikoli o hierarchick\u00fd, ale o partnersk\u00fd vztah, v n\u011bm\u017e maj\u00ed ob\u011b strany sv\u00e1 pr\u00e1va a povinnosti,\u201c konstatuje MUDr. Martin J. Str\u00e1nsk\u00fd. Druh\u00e1 p\u0159\u00edru\u010dka s n\u00e1zvem Vztah s pacientem, kterou KOZ uve\u0159ejn\u00ed na sv\u00fdch str\u00e1nk\u00e1ch do konce \u00fanora, bude ur\u010dena poskytovatel\u016fm zdravotn\u00edch slu\u017eeb, a\u0165 u\u017e jde o jednotlivce s vlastn\u00ed prax\u00ed \u010di o velk\u00e1 zdravotnick\u00e1 za\u0159\u00edzen\u00ed z mnoha zam\u011bstnanci.<\/p>\n<p style=\"text-align: justify;\">KOZ poskytla v lo\u0148sk\u00e9m roce zhruba 400 bezplatn\u00fdch poradenstv\u00ed. Ve v\u00edce ne\u017e 47procentech byli pacienti nespokojeni s poskytovan\u00fdmi zdravotn\u00edmi slu\u017ebami. St\u011b\u017eovali se zejm\u00e9na na zanedb\u00e1n\u00ed a neposkytnut\u00ed p\u00e9\u010de, nebyli spokojeni s l\u00e9\u010debn\u00fdmi postupy \u010di s etick\u00fdm p\u0159\u00edstupem l\u00e9ka\u0159i \u010di jin\u00e9ho zdravotnick\u00e9ho person\u00e1lu. Byli rovn\u011b\u017e diskriminov\u00e1ni v souvislosti s v\u011bkem \u010di zdravotn\u00edm stavem \u010di nuceni k vyu\u017e\u00edv\u00e1n\u00ed tzv. nadstandardu.<\/p>\n<p style=\"text-align: justify;\">Dal\u0161\u00edch 24 procent pacient\u016f si \u017e\u00e1dalo bezplatn\u00e9 poradenstv\u00ed v situac\u00edch, kdy je zklamal nep\u0159ehledn\u00fd zdravotnick\u00fd syst\u00e9m obecn\u011b, nebo kdy v\u016fbec neznalo sv\u00e1 pr\u00e1va. Necel\u00fdch sedm procent lid\u00ed m\u011blo probl\u00e9my se svou zdravotnickou dokumentac\u00ed \u2013 nebylo jim umo\u017en\u011bno do n\u00ed nahl\u00e9dnout v souladu se z\u00e1konem \u010di uv\u00e1d\u011bli, \u017ee \u00fadaje v n\u00ed jsou ne\u00fapln\u00e9 \u010di dokonce nepravdiv\u00e9. Stejn\u00fd po\u010det lid\u00ed se na Kancel\u00e1\u0159 Ombudsmana pro zdrav\u00ed obr\u00e1til v souvislosti s \u0159\u00edzen\u00edm o p\u0159izn\u00e1n\u00ed stupn\u011b invalidity \u010di p\u0159\u00edsp\u011bvku na p\u00e9\u010di. Celkem \u0161est procent dotaz\u016f pak poch\u00e1zelo od zdravotnick\u00fdch pracovn\u00edk\u016f.
