D\u00edky nov\u00e9mu Port\u00e1lu katastru a zem\u011bm\u011b\u0159ictv\u00ed to zvl\u00e1dnou sami b\u011bhem n\u011bkolika minut, nav\u00edc tak u\u0161et\u0159\u00ed 400 K\u010d ze spr\u00e1vn\u00edho poplatku. Syst\u00e9m je u\u017eivatelsky p\u0159\u00edv\u011btiv\u00fd a b\u011b\u017e\u00ed plynule, co\u017e se uk\u00e1zalo i b\u011bhem m\u011bs\u00ed\u010dn\u00edho testovac\u00edho provozu. Dokon\u010den\u00ed digitalizace spolu s pl\u00e1ny na dal\u0161\u00ed obdob\u00ed dnes p\u0159edstavil p\u0159edseda \u010c\u00daZK Karel \u0160tencel spolu s p\u0159edsedou vl\u00e1dy Petrem Fialou (ODS) a ministrem zem\u011bd\u011blstv\u00ed Markem V\u00fdborn\u00fdm (KDU-\u010cSL).<\/h6>\n<p>Dokon\u010den\u00ed digitalizace katastru nemovitost\u00ed je z\u00e1sadn\u00edm krokem k modernizaci a digitalizaci ve\u0159ejn\u00e9 spr\u00e1vy v \u010cesk\u00e9 republice. Proces digitalizace prob\u00edhal n\u011bkolik desetilet\u00ed a zahrnoval postupn\u00e9 elektronizov\u00e1n\u00ed v\u00fdpis\u016f, digitalizaci katastr\u00e1ln\u00edch map a napojen\u00ed na z\u00e1kladn\u00ed registry. Z\u00edsk\u00e1vat elektronick\u00e9 listiny a sledovat stav \u0159\u00edzen\u00ed z pohodl\u00ed domova je mo\u017en\u00e9 u\u017e mnoho let. Nov\u011b spu\u0161t\u011bn\u00fd Port\u00e1l nyn\u00ed umo\u017e\u0148uje ob\u010dan\u016fm i firm\u00e1m pod\u00e1vat kompletn\u00ed n\u00e1vrhy na vklad a ohla\u0161ovat zm\u011bny \u00fadaj\u016f katastru nemovitost\u00ed.<\/p>\n<p><em>\u201eDigitalizace katastru nemovitost\u00ed je velk\u00fdm krokem vp\u0159ed v r\u00e1mci modernizace \u010desk\u00e9 ve\u0159ejn\u00e9 spr\u00e1vy. D\u00edky Port\u00e1lu katastru a zem\u011bm\u011b\u0159ictv\u00ed mohou lid\u00e9 vy\u0159izovat sv\u00e9 z\u00e1le\u017eitosti z domova, co\u017e jim zefektivn\u00ed \u010das a ubyde jim zbyte\u010dn\u00e1 administrativn\u00ed z\u00e1t\u011b\u017e. Elektronicky tak mohou podat nap\u0159\u00edklad kompletn\u00ed \u017e\u00e1dost o z\u00e1pis. Jde o dal\u0161\u00ed \u00fasp\u011b\u0161n\u00fd krok v digitalizaci st\u00e1tn\u00ed spr\u00e1vy, kter\u00e1 je pro na\u0161i vl\u00e1du prioritou,\u201c<\/em> uvedl p\u0159edseda vl\u00e1dy Petr Fiala.<\/p>\n<p>V roce 2024 bylo elektronicky poskytnuto v\u00edce ne\u017e 99 % v\u00fdpis\u016f z katastru nemovitost\u00ed a d\u00edky nov\u00e9mu syst\u00e9mu lze nyn\u00ed elektronicky podat kompletn\u00ed \u017e\u00e1dost o z\u00e1pis. Digitalizace p\u0159inesla v\u00fdznamn\u00e9 \u00faspory \u2013 katastr\u00e1ln\u00ed \u00fa\u0159ady zvl\u00e1daj\u00ed zpracov\u00e1vat a\u017e dvakr\u00e1t v\u00edce pod\u00e1n\u00ed s o 20 % ni\u017e\u0161\u00edm po\u010dtem zam\u011bstnanc\u016f. Ro\u010dn\u011b se u\u0161et\u0159\u00ed 600 milion\u016f korun.<\/p>\n<p><em>\u201eDigitalizace n\u00e1m umo\u017e\u0148uje poskytovat kvalitn\u011bj\u0161\u00ed slu\u017eby rychleji a efektivn\u011bji za m\u00e9n\u011b pen\u011bz. Katastr\u00e1ln\u00ed \u00fa\u0159ad je skv\u011blou uk\u00e1zkou toho, jak digitalizace m\u016f\u017ee fungovat. \u00da\u0159ad p\u0159itom lidem poskytuje obrovsk\u00e9 mno\u017estv\u00ed dat, jen v lo\u0148sk\u00e9m roce to bylo 28 milion\u016f v\u00fdstup\u016f, z nich\u017e v\u00edce ne\u017e 99 procent poskytl \u00fa\u0159ad v elektronick\u00e9 podob\u011b. Dal\u0161\u00edm krokem bude zv\u00fd\u0161it i po\u010det pln\u011b elektronick\u00fdch z\u00e1pis\u016f do katastru. K tomu chceme ve\u0159ejnost motivovat i t\u00edm, \u017ee za elektronick\u00fd vklad zaplat\u00ed o 20 procent ni\u017e\u0161\u00ed spr\u00e1vn\u00ed poplatek oproti pap\u00edrov\u00e9 form\u011b,\u201c<\/em> doplnil ministr zem\u011bd\u011blstv\u00ed Marek V\u00fdborn\u00fd.<\/p>\n<p>\u010c\u00daZK pl\u00e1nuje i nad\u00e1le roz\u0161i\u0159ovat mo\u017enosti elektronick\u00e9 komunikace. Kl\u00ed\u010dovou v\u00fdzvou z\u016fst\u00e1v\u00e1 v\u011bt\u0161\u00ed roz\u0161\u00ed\u0159en\u00ed elektronick\u00fdch podpis\u016f, kter\u00e9 by umo\u017enilo je\u0161t\u011b vy\u0161\u0161\u00ed po\u010dty pln\u011b elektronick\u00fdch pod\u00e1n\u00ed a automatizace p\u0159i jejich zpracov\u00e1n\u00ed.<\/p>\n<p><em>\u201eDokon\u010den\u00ed digitalizace katastru a spu\u0161t\u011bn\u00ed Port\u00e1lu je v\u00fdsledkem dlouholet\u00e9 pr\u00e1ce a odhodl\u00e1n\u00ed na\u0161eho t\u00fdmu, jeho\u017e pr\u00e1ce si nesm\u00edrn\u011b v\u00e1\u017e\u00edm. Na\u0161\u00edm c\u00edlem je pokra\u010dovat v rozvoji digit\u00e1ln\u00edch slu\u017eeb a zajistit ob\u010dan\u016fm co nejv\u011bt\u0161\u00ed komfort p\u0159i vy\u0159izov\u00e1n\u00ed z\u00e1le\u017eitost\u00ed spojen\u00fdch s nemovitostmi,\u201c<\/em> uvedl p\u0159edseda \u010c\u00daZK Karel \u0160tencel.<\/p>\n<p>Spu\u0161t\u011bn\u00ed Port\u00e1lu katastru a zem\u011bm\u011b\u0159ictv\u00ed \u010c\u00daZK p\u0159edstavuje v\u00fdznamn\u00fd krok k modernizaci \u010desk\u00e9 st\u00e1tn\u00ed spr\u00e1vy a usnadn\u011bn\u00ed p\u0159\u00edstupu ob\u010dan\u016f k ve\u0159ejn\u00fdm slu\u017eb\u00e1m. V\u00edce informac\u00ed o nov\u00fdch mo\u017enostech a funkc\u00edch port\u00e1lu naleznete na webov\u00fdch str\u00e1nk\u00e1ch \u010c\u00daZK.<\/p>\n<p>\u010c\u00daZK pracuje na digitalizaci dlouhodob\u011b, prvn\u00ed Koncepce digitalizace katastru nemovitost\u00ed byla schv\u00e1lena u\u017e v roce 1993. V roce 2003 byla spu\u0161t\u011bna aplikace na elektronick\u00e9 nahl\u00ed\u017een\u00ed do katastru nemovitost\u00ed. V roce 2020 byly kompletn\u011b digitalizov\u00e1ny katastr\u00e1ln\u00ed mapy. V lo\u0148sk\u00e9m roce \u010c\u00daZK zprovoznil syst\u00e9m digit\u00e1ln\u00edch technick\u00fdch map, p\u0159ed n\u011bkolika dny pak Port\u00e1l katastru a zem\u011bm\u011b\u0159ictv\u00ed. V lo\u0148sk\u00e9m roce \u010c\u00daZK poskytl z katastru nemovitost\u00ed 27 957 604 v\u00fdstup\u016f, v\u00edce ne\u017e 99 % bylo poskytnuto elektronicky (v ti\u0161t\u011bn\u00e9 form\u011b pouze 193 660 v\u00fdstup\u016f). \u010c\u00daZK je i spr\u00e1vcem registru \u00fazemn\u00ed identifikace, adres a nemovitost\u00ed, kter\u00fd je jedn\u00edm ze \u010dty\u0159 z\u00e1kladn\u00edch registr\u016f ve\u0159ejn\u00e9 spr\u00e1vy a poskytuje referen\u010dn\u00ed data o \u00fazem\u00ed, v\u010detn\u011b v\u0161ech adres a jejich lokalizace.<\/p>\n<p>&nbsp;<\/p>\n<h6>Konkr\u00e9tn\u00ed p\u0159\u00ednosy digitalizace katastru nemovitost\u00ed + \u017eivotn\u00ed situace<\/h6>\n<p>\u2022 Digitalizace katastru nemovitost\u00ed zm\u011bnila mnoho postup\u016f ve\u0159ejn\u00e9 spr\u00e1vy. Ob\u010dan\u00e9 p\u0159i vy\u0159izov\u00e1n\u00ed r\u016fzn\u00fdch \u017eivotn\u00edch situac\u00ed u\u017e nemus\u00ed dokl\u00e1dat vlastnictv\u00ed nemovitosti, proto\u017ee \u00fa\u0159ady maj\u00ed d\u00e1lkov\u00fd p\u0159\u00edstup do katastru a \u00fadaje o vlastnictv\u00ed si samy ov\u011b\u0159\u00ed.<\/p>\n<p>\u2022 Typick\u00fdm p\u0159\u00edkladem je nap\u0159. p\u0159ihl\u00e1\u0161en\u00ed k trval\u00e9mu pobytu, p\u0159i kter\u00e9m bylo v minulosti pot\u0159eba p\u0159in\u00e9st na ohla\u0161ovnu v\u00fdpis z katastru nemovitost\u00ed k potvrzen\u00ed vlastnick\u00e9ho pr\u00e1va k budov\u011b nebo bytu.<\/p>\n<p>\u2022 Mo\u017enost p\u0159eb\u00edrat \u00fadaje ze z\u00e1kladn\u00edch registr\u016f a dal\u0161\u00edch st\u00e1tn\u00edch evidenc\u00ed zvy\u0161uje komfort ob\u010dan\u016f je\u0161t\u011b v\u00edce, nebo\u0165 u n\u011bkter\u00fdch zm\u011bn nemus\u00ed nic dokl\u00e1dat. P\u0159\u00edkladem je zm\u011bna p\u0159\u00edjmen\u00ed po svatb\u011b.<\/p>\n<p>\u2022 Obecn\u011b plat\u00ed, \u017ee katastr je kl\u00ed\u010dovou evidenc\u00ed p\u0159i v\u0161ech transakc\u00edch t\u00fdkaj\u00edc\u00edch se nemovitost\u00ed. Pro pr\u00e1va evidovan\u00e1 v katastru plat\u00ed, \u017ee vznikaj\u00ed a\u017e vkladem do katastru. Proto je rychl\u00fd z\u00e1pis pro ob\u010dany \u010dasto velmi d\u016fle\u017eit\u00fd, nebo\u0165 a\u017e po jeho proveden\u00ed mohou d\u011blat dal\u0161\u00ed kroky. Probl\u00e9m dlouh\u00fdch lh\u016ft z\u00e1pis\u016f rovn\u011b\u017e pomohla vy\u0159e\u0161it digitalizace.<\/p>\n<p>&nbsp;<\/p>\n<p>Uv\u00e1d\u00edme dva praktick\u00e9 p\u0159\u00edklady p\u0159\u00ednos\u016f digitalizace katastru p\u0159i nej\u010dast\u011bj\u0161\u00edch transakc\u00edch s nemovitostmi.<\/p>\n<p><strong>1) Koup\u011b \u010di prodej nemovitosti s hypot\u00e9kou<\/strong><\/p>\n<p>P\u0159ed digitalizac\u00ed:<\/p>\n<ul>\n<li>&#8211; cesta na katastr pro v\u00fdpis (ov\u011b\u0159en\u00ed vlastn\u00edka a p\u0159\u00edpadn\u00fdch pr\u00e1vn\u00edch omezen\u00ed jako jsou z\u00e1stavy, b\u0159emena, exekuce apod.),<\/li>\n<li>&#8211; ocen\u011bn\u00ed kv\u016fli hypot\u00e9ce, tj. cesta znalce na katastr pro podklady k ocen\u011bn\u00ed,<\/li>\n<li>&#8211; p\u0159ed podpisem smluv cesta na katastr pro aktu\u00e1ln\u00ed v\u00fdpis (pro banku i pro jistotu kupuj\u00edc\u00edho, \u017ee nedo\u0161lo k n\u011bjak\u00e9mu zat\u00ed\u017een\u00ed),<\/li>\n<li>&#8211; po podpisu kupn\u00ed a z\u00e1stavn\u00ed smlouvy bylo t\u0159eba odn\u00e9st na katastr n\u00e1vrh na vklad se smlouvami,<\/li>\n<li>&#8211; dvakr\u00e1t cesta na po\u0161tu pro korespondenci od katastru,<\/li>\n<li>&#8211; cesta nov\u00e9ho vlastn\u00edka pro v\u00fdpis na svoje jm\u00e9no (kv\u016fli p\u0159ihl\u00e1\u0161en\u00ed k pobytu, da\u0148ov\u00e9mu p\u0159izn\u00e1n\u00ed apod.).<\/li>\n<\/ul>\n<p>Dnes po digitalizaci v p\u0159\u00edpad\u011b, \u017ee m\u00e1 ob\u010dan datovou schr\u00e1nku a kvalifikovan\u00fd e-podpis:<\/p>\n<ul>\n<li>&#8211; v\u00fdpisy z katastru kdykoli b\u011bhem 5 minut p\u0159es internet, banky odeb\u00edraj\u00ed \u00fadaje webovou slu\u017ebou p\u0159\u00edmo do jejich intern\u00edho syst\u00e9mu,<\/li>\n<li>&#8211; znalci pro ocen\u011bn\u00ed maj\u00ed v\u0161e elektronickou cestou ze sv\u00e9 kancel\u00e1\u0159e,<\/li>\n<li>&#8211; n\u00e1vrh na vklad elektronicky p\u0159es port\u00e1l (nutn\u00e1 e-identita, smlouvy bu\u010f elektronicky podepsan\u00e9, nebo autorizovan\u00e1 konverze z pap\u00edru), lze to zvl\u00e1dnout do 10 minut, port\u00e1l nav\u00edc kontroluje spr\u00e1vnost obsahu n\u00e1vrhu a \u00farovn\u011b e-podpis\u016f,<\/li>\n<li>&#8211; m\u00edsto \u010dek\u00e1n\u00ed na po\u0161t\u011b se odes\u00edl\u00e1 korespondence z katastru do datov\u00e9 schr\u00e1nky,<\/li>\n<li>&#8211; v\u00fdpis pro nov\u00e9ho vlastn\u00edka op\u011bt elektronicky z pohodl\u00ed domova, zpravidla ale nen\u00ed pot\u0159eba, \u00fa\u0159ady maj\u00ed bezplatn\u00fd d\u00e1lkov\u00fd p\u0159\u00edstup do katastru pro svou pot\u0159ebu.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>2) Zm\u011bny jin\u00fdch \u00fadaj\u016f katastru, nap\u0159\u00edklad d\u011blen\u00ed pozemk\u016f apod.<\/strong><\/p>\n<p>P\u0159ed digitalizac\u00ed:<\/p>\n<ul>\n<li>&#8211; cesta na katastr pro v\u00fdpis a konzultace, jak\u00e9 doklady jsou pot\u0159ebn\u00e9 (nap\u0159. m\u016f\u017ee j\u00edt o souhlas org\u00e1nu ochrany ZPF)<\/li>\n<li>&#8211; jedn\u00e1n\u00ed s jin\u00fdmi \u00fa\u0159ady k z\u00edsk\u00e1n\u00ed pot\u0159ebn\u00fdch doklad\u016f,<\/li>\n<li>&#8211; v p\u0159\u00edpad\u011b d\u011blen\u00ed pozemku nejm\u00e9n\u011b dv\u011b cesty zem\u011bm\u011b\u0159i\u010de na katastr, a to 1) pro podklady a 2) s v\u00fdsledkem m\u011b\u0159en\u00ed,<\/li>\n<li>&#8211; cesta vlastn\u00edka na katastr s kompletn\u00edm pod\u00e1n\u00edm pro z\u00e1pis, v tomto p\u0159\u00edpad\u011b ohl\u00e1\u0161en\u00ed zm\u011bny, doklady jin\u00fdch \u00fa\u0159ad\u016f a geometrick\u00fd pl\u00e1n od zem\u011bm\u011b\u0159i\u010de,<\/li>\n<li>&#8211; cesta vlastn\u00edka pro v\u00fdpis po proveden\u00e9 zm\u011bn\u011b.<\/li>\n<\/ul>\n<p>Po digitalizaci:<\/p>\n<ul>\n<li>&#8211; p\u0159ihl\u00e1\u0161en\u00ed pomoc\u00ed e-identity do port\u00e1lu, v\u00fdb\u011br nemovitosti a po\u017eadovan\u00e9 zm\u011bny, p\u0159i\u010dem\u017e port\u00e1l porad\u00ed, zda sta\u010d\u00ed ohl\u00e1\u0161en\u00ed zm\u011bny nebo jsou t\u0159eba dal\u0161\u00ed podklady. Sta\u010d\u00ed-li ohl\u00e1\u0161en\u00ed, ode\u0161le se, nesta\u010d\u00ed-li, rozpracovan\u00e9 pod\u00e1n\u00ed se ulo\u017e\u00ed a \u010dek\u00e1 na dopln\u011bn\u00ed,<\/li>\n<li>&#8211; navrhovatel si opat\u0159\u00ed nezbytn\u00e9 doklady, p\u0159ipoj\u00ed je k rozpracovan\u00e9mu pod\u00e1n\u00ed a ode\u0161le,<\/li>\n<li>&#8211; v p\u0159\u00edpad\u011b d\u011blen\u00ed pozemk\u016f prob\u00edh\u00e1 ve\u0161ker\u00e1 komunikace se zem\u011bm\u011b\u0159i\u010di elektronicky, v\u0161echny podklady jsou digit\u00e1ln\u00ed a p\u0159evzet\u00ed hotov\u00e9ho geometrick\u00e9ho pl\u00e1nu prob\u00edh\u00e1 tak\u00e9 elektronicky,<\/li>\n<li>&#8211; n\u011bkter\u00e9 zm\u011bny se po digitalizaci neohla\u0161uj\u00ed, p\u0159evezmou se nap\u0159. ze z\u00e1kladn\u00edch registr\u016f (zm\u011bna pobytu, zm\u011bna jm\u00e9na, \u010d\u00edslo popisn\u00e9 nov\u00e9 budovy a zp\u016fsob jej\u00edho vyu\u017eit\u00ed atd.)<\/li>\n<\/ul>\n<p>O hlavn\u00edch \u00fakonech p\u0159i z\u00e1pisu do katastru nav\u00edc mohou b\u00fdt prod\u00e1vaj\u00edc\u00ed osoby informov\u00e1ny bezplatnou oznamovac\u00ed slu\u017ebou zas\u00edlaj\u00edc\u00ed notifikace do mailu \u010di mobilu.
