Zjistila to kontrola NK\u00da, kter\u00e1 v\u00fddaje na opravy a \u00fadr\u017ebu silnic I.\u00a0t\u0159\u00eddy prov\u011b\u0159ovala. Na vzorku 57 kontrolovan\u00fdch akc\u00ed nebylo zji\u0161t\u011bno ne\u00fa\u010deln\u00e9 vynakl\u00e1d\u00e1n\u00ed pen\u011b\u017en\u00edch prost\u0159edk\u016f.<\/b><\/h6>\n<p class=\"-wm-MsoNormal\">Na silnic\u00edch ve stupni \u201e<i>nevyhovuj\u00edc\u00ed a havarijn\u00ed<\/i>\u201c se vyskytuj\u00ed vady jako jsou nap\u0159. v\u00fdtluky, trhliny, vyjet\u00e9 koleje, prohlubn\u011b aj.\u00a0Kontrolo\u0159i zjistili, \u017ee p\u0159i oprav\u00e1ch vad postupovalo \u0158SD v\u00a0n\u011bkter\u00fdch p\u0159\u00edpadech nehospod\u00e1rn\u011b. Nap\u0159. v\u00fdtluk na silnici v\u00a0B\u00edlin\u011b nechalo opravit sedmkr\u00e1t za sebou provizorn\u011b, v\u017edy v\u00a0zim\u011b. A\u017e osm\u00e1 oprava, proveden\u00e1 po t\u00e9m\u011b\u0159 4,5 letech v\u00a0\u010dervnu roku 2023, byla ji\u017e trval\u00e1. Podobn\u00fd postup odhalili kontrolo\u0159i je\u0161t\u011b v\u00a0Pardubic\u00edch. Zde \u0158SD opravilo vozovku na jednom m\u00edst\u011b postupn\u011b \u010dty\u0159ikr\u00e1t v\u017edy v\u00a0zim\u011b, tedy provizorn\u011b. Tento stav trval dva roky. V\u00a0lednu 2023 se nav\u00edc uk\u00e1zalo, \u017ee provizorn\u00ed oprava vozovky vydr\u017eela m\u00e9n\u011b ne\u017e jeden m\u011bs\u00edc.<\/p>\n<p class=\"-wm-MsoNormal\">\n<p class=\"-wm-MsoNormal\">Aktu\u00e1ln\u00ed a objektivn\u00ed informace o stavu pozemn\u00edch komunikac\u00ed m\u00e1 \u0158SD poskytovat \u201e<i>Syst\u00e9m hospoda\u0159en\u00ed s\u00a0vozovkou<\/i>\u201c. D\u00edky n\u011bmu se pak maj\u00ed co nejv\u00fdhodn\u011bji pl\u00e1novat pr\u00e1v\u011b opravy a\u00a0rovn\u011b\u017e \u00fadr\u017eba silnic. A\u010dkoliv \u0158SD po\u0159\u00eddilo syst\u00e9m za 179\u00a0mil.\u00a0K\u010d v\u00a0roce 2019,\u00a0jeho pln\u00e9 vyu\u017eit\u00ed p\u0159edpokl\u00e1d\u00e1 nejd\u0159\u00edve v\u00a0roce 2027.<\/p>\n<p class=\"-wm-MsoNoSpacing\">Jak kontrolo\u0159i odhalili, ani\u00a0stavebn\u011b technick\u00fd stav silnic I. t\u0159\u00eddy nebyl \u0159\u00e1dn\u011b zmapov\u00e1n. Hlavn\u00ed prohl\u00eddky stavu silnic toti\u017e \u0158SD prov\u00e1d\u011blo v\u00a0rozporu s\u00a0pr\u00e1vn\u00edm p\u0159edpisem, kdy\u017e nesledovalo cel\u00e9 t\u011bleso komunikace, neevidovalo a nesledovalo v\u0161echna odvod\u0148ovac\u00ed za\u0159\u00edzen\u00ed, dopravn\u00ed zna\u010den\u00ed atd. N\u00e1lez NK\u00da dokl\u00e1d\u00e1 n\u00e1sleduj\u00edc\u00ed p\u0159\u00edklad: U vybran\u00fdch \u00fasek\u016f silnic v\u00a0roce 2018 bylo ve stupni \u201e<i>nevyhovuj\u00edc\u00ed a havarijn\u00ed<\/i>\u201c evidov\u00e1no\u00a0celkem 25 km silnic I.\u00a0t\u0159\u00eddy. O t\u0159i roky pozd\u011bji u\u017e to bylo 1\u00a0298 km silnic I. t\u0159\u00eddy.\u00a0Podle kontrolor\u016f neprov\u00e1d\u011blo \u0158SD v\u00a0roce 2018 hlavn\u00ed prohl\u00eddky spr\u00e1vn\u011b a objektivn\u011b, proto\u017ee n\u00e1r\u016fst o v\u00edce ne\u017e 5\u00a0000\u00a0% mezi roky 2018 a 2021 nen\u00ed v\u011brohodn\u00fd.<\/p>\n<p class=\"-wm-MsoNoSpacing\"><a name=\"-wm-_Hlk182907034\"><\/a>Nehospod\u00e1rn\u00fd postup zvolilo \u0158SD p\u0159i zad\u00e1n\u00ed\u00a0ve\u0159ejn\u00e9 zak\u00e1zky na v\u00fdb\u011br\u00a0dodavatele asfaltov\u00fdch hutn\u011bn\u00fdch vrstev. P\u0159edpokl\u00e1dan\u00e1 hodnota zak\u00e1zky, stanoven\u00e1 podle platn\u00e9ho cenov\u00e9ho normativu, se m\u011bla pohybovat okolo 23,9\u00a0mil.\u00a0K\u010d. \u0158SD dostalo nab\u00eddku od jedin\u00e9ho \u00fa\u010dastn\u00edka\u00a0\u2013\u00a0tedy bez dal\u0161\u00ed konkurence\u00a0\u2013\u00a0s cenou p\u0159evy\u0161uj\u00edc\u00ed tento cenov\u00fd normativ o\u00a048\u00a0%. P\u0159esto\u017ee \u0158SD na v\u00fdb\u011br dodavatele a uzav\u0159en\u00ed r\u00e1mcov\u00e9 dohody nemuselo sp\u011bchat, proto\u017ee podobn\u00e9 opravy se neprov\u00e1d\u011bj\u00ed v\u00a0zim\u011b, uzav\u0159elo s\u00a0t\u00edmto jedin\u00fdm uchaze\u010dem r\u00e1mcovou dohodu v\u00a0\u0159\u00edjnu 2019. S\u00a0pracemi, za kter\u00e9 \u0158SD nakonec zaplatilo 42,8\u00a0mil.\u00a0K\u010d, se za\u010dalo a\u017e v\u00a0dubnu 2020.<\/p>\n<p class=\"-wm-MsoNoSpacing\">Z\u00a0kontroly NK\u00da d\u00e1le vyplynulo, \u017ee ji\u017e 17 let, tedy od roku 2007, Ministerstvo dopravy nepln\u00ed z\u00e1konnou povinnost v\u00e9st centr\u00e1ln\u00ed evidenci pozemn\u00edch komunikac\u00ed. Vlastn\u00edci a u\u017eivatel\u00e9 pozemn\u00edch komunikac\u00ed a p\u0159\u00edslu\u0161n\u00e9 spr\u00e1vn\u00ed \u00fa\u0159ady nemohou pln\u011b vyu\u017e\u00edvat informace o\u00a0uzav\u00edrk\u00e1ch, obj\u00ed\u017e\u010fk\u00e1ch, omezen\u00edch provozu apod. na v\u0161ech kategori\u00edch pozemn\u00edch komunikac\u00ed. Tuto skute\u010dnost NK\u00da kritizoval u\u017e v kontroln\u00ed akci \u010d.\u00a0<a href=\"https:\/\/www.nku.cz\/scripts\/detail.php?id=11410\" target=\"_blank\" rel=\"noopener\">19\/10<\/a>.<\/p>\n<p class=\"-wm-MsoNoSpacing\"><i>Silnice I. t\u0159\u00eddy jsou ve\u0159ejn\u011b p\u0159\u00edstupn\u00e9 pozemn\u00ed komunikace,\u00a0<a name=\"-wm-_Hlk182566442\"><\/a>ur\u010den\u00e9 zejm\u00e9na pro d\u00e1lkovou a\u00a0mezist\u00e1tn\u00ed dopravu. Podle evidence \u0158SD k 1.\u00a0\u010dervenci 2023 byla s\u00ed\u0165 silnic I.\u00a0t\u0159\u00eddy tvo\u0159ena 69\u00a0silnicemi o celkov\u00e9 d\u00e9lce 5\u00a0745,9\u00a0km.<\/i><\/p>\n<p><strong>(tz-nk\u00fa)<\/strong><\/p>\n<hr \/>\n<p>&nbsp;<\/p>\n<h6>Informujeme:<\/h6>\n<h4 class=\"entry-title\"><a href=\"https:\/\/zakrasnejsivimperk.cz\/?p=329627\" target=\"_blank\" rel=\"noopener\">Razie s kryc\u00edm n\u00e1zvem EPL.
