Extr\u00e9mn\u00ed horka mohou zp\u016fsobit z\u00e1va\u017en\u00e9 zdravotn\u00ed probl\u00e9my, jako je vy\u010derp\u00e1n\u00ed z horka, \u00fapal a dal\u0161\u00ed obt\u00ed\u017ee souvisej\u00edc\u00ed s tepeln\u00fdm stresem. Vy\u0161\u0161\u00ed teploty po del\u0161\u00ed dobu mohou tak\u00e9 zv\u00fd\u0161it riziko zran\u011bn\u00ed v d\u016fsledku \u00fanavy, nedostate\u010dn\u00e9 koncentrace, \u0161patn\u00e9ho rozhodov\u00e1n\u00ed a dal\u0161\u00edch faktor\u016f. Doch\u00e1z\u00ed ke sn\u00ed\u017een\u00ed pracovn\u00ed produktivity.<\/h6>\n<p>Rostouc\u00ed teploty mohou zp\u016fsobit zv\u00fd\u0161enou \u00farove\u0148 stresu u pracovn\u00edk\u016f, v\u010detn\u011b t\u011bch zapojen\u00fdch do pohotovostn\u00edch slu\u017eeb a pracovn\u00edk\u016f pracuj\u00edc\u00edch ve venkovn\u00edm prost\u0159ed\u00ed (kte\u0159\u00ed mus\u00ed pracovat s\u00a0pozm\u011bn\u011bn\u00fdm \u010dasov\u00fdm rozvrhem, aby se vyhnuli p\u0159es den vysok\u00fdm teplot\u00e1m). N\u011bkter\u00e9 materi\u00e1ly a za\u0159\u00edzen\u00ed mohou b\u00fdt tak\u00e9 ovlivn\u011bny vy\u0161\u0161\u00edmi teplotami. P\u0159i pr\u00e1ci v\u00a0hork\u00e9m prost\u0159ed\u00ed m\u016f\u017ee tak\u00e9 doch\u00e1zet k vy\u0161\u0161\u00ed expozici chemik\u00e1li\u00edm, a to nap\u0159\u00edklad p\u0159i pr\u00e1ci s rozpou\u0161t\u011bdly a jin\u00fdmi t\u011bkav\u00fdmi l\u00e1tkami. Vy\u0161\u0161\u00ed teploty mohou zv\u00fd\u0161it \u00farove\u0148 zne\u010di\u0161t\u011bn\u00ed ovzdu\u0161\u00ed, a t\u00edm doch\u00e1z\u00ed k expozici pracovn\u00edk\u016f \u0161kodlivin\u00e1m, jako je p\u0159\u00edzemn\u00ed oz\u00f3n a jemn\u00e9 \u010d\u00e1stice (nap\u0159. smog), a je tak podpo\u0159eno i hromad\u011bn\u00ed ne\u010distot ve vzduchu v d\u016fsledku stagnace vzduchu.<\/p>\n<h6><strong>Kdo m\u016f\u017ee b\u00fdt ovlivn\u011bn?<\/strong><\/h6>\n<p>Pracovn\u00edci t\u00e9m\u011b\u0159 ve v\u0161ech odv\u011btv\u00edch mohou b\u00fdt ovlivn\u011bni zvy\u0161uj\u00edc\u00edmi se teplotami okol\u00ed, co\u017e m\u00e1 za n\u00e1sledek tepeln\u00fd stres, ale nejv\u00edce jsou ve st\u0159edu pozornosti venkovn\u00ed pracovn\u00edci v zem\u011bd\u011blstv\u00ed, lesnictv\u00ed a stavebnictv\u00ed, z\u00e1chran\u00e1\u0159i a zdravotni\u010dt\u00ed pracovn\u00edci. Ohro\u017eeni mohou b\u00fdt i pracovn\u00edci, zejm\u00e9na pokud pracuj\u00ed v pr\u016fmyslov\u00fdch odv\u011btv\u00edch n\u00e1ro\u010dn\u00fdch na teplo nebo vykon\u00e1vaj\u00ed fyzickou pr\u00e1ci. Pracovn\u00ed rizika z tepeln\u00e9ho z\u00e1t\u011b\u017ee z\u00e1vis\u00ed na geografick\u00e9 poloze a z\u00e1va\u017enost zdravotn\u00edch probl\u00e9m\u016f m\u016f\u017ee b\u00fdt ovlivn\u011bna dal\u0161\u00edmi faktory, jako je v\u011bk nebo zdravotn\u00ed stav pracovn\u00edka. Tyto faktory je pot\u0159eba zohlednit p\u0159i nastavov\u00e1n\u00ed preventivn\u00edch a ochrann\u00fdch opat\u0159en\u00ed.<\/p>\n<h6>D\u011blen\u00ed podle typu pracovn\u00edho prost\u0159ed\u00ed, kde se pracovn\u00ed \u010dinnost vykon\u00e1v\u00e1:<\/h6>\n<ul>\n<li><em>venkovn\u00ed pracovi\u0161t\u011b<\/em>\u00a0\u2013 odv\u011btv\u00ed, kde pracovn\u00edci \u010dasto vykon\u00e1vaj\u00ed intenzivn\u00ed fyzickou pr\u00e1ci p\u0159i p\u0159\u00edm\u00e9m vystaven\u00ed slune\u010dn\u00edmu z\u00e1\u0159en\u00ed a teplu, pat\u0159\u00ed zem\u011bd\u011blstv\u00ed, lesnictv\u00ed, oprav\u00e1m ve\u0159ejn\u00fdch prostranstv\u00ed a \u00fadr\u017eb\u011b zelen\u011b a komunikac\u00ed. D\u00e1le stavebnictv\u00ed, t\u011b\u017eba a dob\u00fdv\u00e1n\u00ed, doprava, po\u0161tovn\u00ed slu\u017eby, rybolov, starost o zv\u011b\u0159, sb\u011br odpadu a dod\u00e1vky ve\u0159ejn\u00fdch slu\u017eeb. Posti\u017eeni mohou b\u00fdt tak\u00e9 pracovn\u00edci z\u00e1chrann\u00e9 slu\u017eby, jako jsou hasi\u010di, policist\u00e9, vojensk\u00fd person\u00e1l, nap\u0159\u00edklad p\u0159i p\u0159\u00edrodn\u00edch katastrof\u00e1ch nebo lesn\u00edch po\u017e\u00e1rech. B\u011bhem extr\u00e9mn\u00edch pov\u011btrnostn\u00edch ud\u00e1lost\u00ed nebo p\u0159\u00edrodn\u00edch katastrof mus\u00ed pohotovostn\u00ed pracovn\u00edci \u010dasto pracovat na maxim\u00e1ln\u00ed v\u00fdkon a nosit osobn\u00ed ochrann\u00fd od\u011bv nebo vybaven\u00ed, co\u017e m\u016f\u017ee zp\u016fsobit dal\u0161\u00ed psychickou a fyzickou z\u00e1t\u011b\u017e.<\/li>\n<li><em>pracovn\u00edci pracuj\u00edc\u00ed uvnit\u0159 budov \u2013 jsou tak\u00e9 vystaveni riziku tepeln\u00e9 z\u00e1t\u011b\u017ee, kter\u00e1 se<\/em>\u00a0m\u016f\u017ee zv\u00fd\u0161it b\u011bhem vln veder. Ohro\u017eeni jsou zejm\u00e9na ti, kte\u0159\u00ed pracuj\u00ed ve \u0161patn\u011b chlazen\u00fdch budov\u00e1ch, v kabinov\u00fdch stroj\u00edch bez chlazen\u00ed, p\u0159i v\u00fdznamn\u00e9 fyzick\u00e9 n\u00e1maze nebo mus\u00ed pou\u017e\u00edvat osobn\u00ed ochrann\u00e9 prost\u0159edky (OOP) v hork\u00fdch podm\u00ednk\u00e1ch. Pat\u0159\u00ed sem nap\u0159\u00edklad sl\u00e9v\u00e1rny a tav\u00edrny, ocel\u00e1rny, z\u00e1vody na v\u00fdrobu skla a gumy, elektr\u00e1rny, keramick\u00fd pr\u016fmysl a v\u00fdroba cihel, kotelny, tav\u00edrny a pece, kde je hlavn\u00edm zdrojem tepla extr\u00e9mn\u011b hork\u00fd nebo roztaven\u00fd materi\u00e1l, ale tak\u00e9 mnoho slu\u017eeb, jako jsou pr\u00e1delny, restaura\u010dn\u00ed kuchyn\u011b, pek\u00e1rny a konzerv\u00e1rny, stejn\u011b jako \u00faklid, \u010di pracovn\u00edci v potravin\u00e1\u0159stv\u00ed a skladov\u00e9 haly. D\u00e1le tak\u00e9 povol\u00e1n\u00ed v oblasti starosti o zv\u00ed\u0159ata a zahradnictv\u00ed, dodavatel\u00e9 elekt\u0159iny, plynu a vody \u010di pr\u016fmyslov\u00e9 v\u00fdrobn\u00ed sektory. \u00a0Dal\u0161\u00edm faktorem, kter\u00fd v\u00fdznamn\u011b pr\u00e1ci v\u00a0hork\u00e9m prost\u0159ed\u00ed zt\u011b\u017euje je vysok\u00e1 vzdu\u0161n\u00e1 vlhkost, kter\u00e1 zvy\u0161uje tepelnou z\u00e1t\u011b\u017e pracovn\u00edk\u016f (nap\u0159. pr\u00e1delny, mandlovny). Zdravotn\u00edci mohou b\u00fdt tak\u00e9 ovlivn\u011bni vlnami veder, nap\u0159\u00edklad p\u0159i pou\u017e\u00edv\u00e1n\u00ed OOP v hork\u00fdch podm\u00ednk\u00e1ch mohou p\u0159isp\u011bt k tepeln\u00e9mu stresu. Zdravotn\u00edci mohou tak\u00e9 \u010delit masivn\u00edmu p\u0159\u00edlivu pacient\u016f b\u011bhem veder, co\u017e vede k vysok\u00e9 pracovn\u00ed z\u00e1t\u011b\u017ei, stresuj\u00edc\u00edm a fyzicky nam\u00e1hav\u00fdm podm\u00ednk\u00e1m.<\/li>\n<\/ul>\n<h6><strong>Zdravotn\u00ed pot\u00ed\u017ee spojen\u00e9 s prac\u00ed v nadm\u011brn\u00e9 tepeln\u00e9 z\u00e1t\u011b\u017ei<\/strong><\/h6>\n<p>Mezi nej\u010dast\u011bj\u0161\u00ed zdravotn\u00ed pot\u00ed\u017ee \u0159ad\u00edme:<\/p>\n<ul>\n<li>\u00fapal;<\/li>\n<li>vy\u010derp\u00e1n\u00ed z horka;<\/li>\n<li>k\u0159e\u010de z horka;<\/li>\n<li>rhabdomyol\u00fdza;<\/li>\n<li>z\u00e1vra\u0165 (synkopa) vznikaj\u00edc\u00ed vlivem vysok\u00fdch teplot;<\/li>\n<li>tepeln\u00fd ed\u00e9m;<\/li>\n<li>ko\u017en\u00ed pot\u00ed\u017ee \u2013 potni\u010dky.<\/li>\n<\/ul>\n<h6><strong>Dal\u0161\u00ed nebezpe\u010d\u00ed spojen\u00e9 se zv\u00fd\u0161enou \u00farazovost\u00ed p\u0159i nadm\u011brn\u00e9 tepeln\u00e9 z\u00e1t\u011b\u017ei p\u0159i pr\u00e1ci<\/strong><\/h6>\n<p>Vystaven\u00ed teplu m\u016f\u017ee zv\u00fd\u0161it riziko \u00faraz\u016f na pracovi\u0161ti zp\u016fsoben\u00fdch zpocen\u00fdmi dlan\u011bmi, zaml\u017een\u00fdmi bezpe\u010dnostn\u00edmi br\u00fdlemi, z\u00e1vrat\u011bmi a sn\u00ed\u017eenou funkc\u00ed mozku. Dlouhodob\u00e9 vystaven\u00ed teplu m\u016f\u017ee m\u00edt za n\u00e1sledek\u00a0<u>dezorientaci, zhor\u0161en\u00fd \u00fasudek, ztr\u00e1tu koncentrace, sn\u00ed\u017eenou bd\u011blost, neopatrnost a \u00fanavu, a t\u00edm zv\u00fd\u0161it riziko nehody<\/u>.\u00a0<u>Sn\u00ed\u017een\u00ed kognitivn\u00edch schopnost\u00ed a del\u0161\u00ed reak\u010dn\u00ed doby<\/u>\u00a0mohou ovlivnit pracovn\u00edky s vysoce rizikov\u00fdmi \u00fakoly (nap\u0159. \u0159idi\u010de). P\u0159\u00edm\u00e9 vystaven\u00ed slune\u010dn\u00edmu z\u00e1\u0159en\u00ed m\u016f\u017ee tak\u00e9 potenci\u00e1ln\u011b zhor\u0161it kognitivn\u00ed v\u00fdkon a v kombinaci s vysokou okoln\u00ed teplotou m\u016f\u017ee zv\u00fd\u0161it riziko zran\u011bn\u00ed. Zv\u00fd\u0161en\u00e9 okoln\u00ed teploty mohou tak\u00e9 ovlivnit provoz pr\u016fmyslov\u00fdch za\u0159\u00edzen\u00ed. Vysok\u00e1 okoln\u00ed teplota zvy\u0161uje riziko po\u017e\u00e1r\u016f materi\u00e1l\u016f, v\u00fdrobk\u016f nebo odpad\u016f, ale tak\u00e9 p\u0159eh\u0159\u00e1t\u00edm elektrick\u00fdch za\u0159\u00edzen\u00ed nebo zv\u00fd\u0161en\u00edm tlaku. Pozor je t\u0159eba d\u00e1t i na tzv. efekt lupy. Tyto vlivy je proto t\u0159eba vz\u00edt v \u00favahu p\u0159i hodnocen\u00ed rizik na pracovi\u0161ti, aby bylo zaji\u0161t\u011bno, \u017ee jsou pokryta v\u0161echna nebezpe\u010d\u00ed a \u017ee technick\u00e9 nebo organiza\u010dn\u00ed zm\u011bny nezvy\u0161uj\u00ed riziko pro pracovn\u00edky.<strong>\u00a0<\/strong><\/p>\n<h6><strong>Existuje maxim\u00e1ln\u00ed teplota, kter\u00e9 mohou b\u00fdt pracovn\u00edci p\u0159i pr\u00e1ci bezpe\u010dn\u011b vystaveni?<\/strong><\/h6>\n<p>N\u00e1rodn\u00ed legislativa poskytuje rozsah p\u0159ijateln\u00fdch teplot pro konkr\u00e9tn\u00ed okolnosti. Doporu\u010duje se proto nahl\u00e9dnout do n\u00e1rodn\u00edch p\u0159edpis\u016f a pokyn\u016f ohledn\u011b limit\u016f kter\u00e9 mohou b\u00fdt stanoveny za r\u016fzn\u00fdch podm\u00ednek (v \u010cR nap\u0159. na\u0159\u00edzen\u00ed vl\u00e1dy \u010d. 361\/2007 Sb. v platn\u00e9m zn\u011bn\u00ed). Je v\u0161ak d\u016fle\u017eit\u00e9 \u0159\u00eddit se pouze pokyny, kter\u00e9 vydaly i renomovan\u00e9 zdroje. Stanoven\u00e9 limity obvykle z\u00e1vis\u00ed na typu vykon\u00e1van\u00e9 pr\u00e1ce (zda se jedn\u00e1 o lehkou, st\u0159edn\u00ed nebo t\u011b\u017ekou fyzickou pr\u00e1ci) a na pracovi\u0161ti (kancel\u00e1\u0159, pr\u016fmyslov\u00e9 prost\u0159ed\u00ed nebo venku) a d\u00e1vaj\u00ed zam\u011bstnavatel\u016fm limity, p\u0159i kter\u00fdch mus\u00ed stanovit dal\u0161\u00ed opat\u0159en\u00ed k zaji\u0161t\u011bn\u00ed bezpe\u010dnosti a zdrav\u00ed pracovn\u00edk\u016f.<\/p>\n<p>Expozice vysok\u00fdm teplot\u00e1m z\u00e1vis\u00ed na n\u011bkolika faktorech, nejen na teplot\u011b. Mezi tyto dal\u0161\u00ed faktory pat\u0159\u00ed:<\/p>\n<ul>\n<li>relativn\u00ed vlhkost;<\/li>\n<li>vystaven\u00ed slunci nebo jin\u00fdm zdroj\u016fm tepla;<\/li>\n<li>proud\u011bn\u00ed vzduchu;<\/li>\n<li>pracovn\u00ed n\u00e1ro\u010dnost \u2013 energetick\u00fd v\u00fddej pracovn\u00edka;<\/li>\n<li>zda je pracovn\u00edk aklimatizovan\u00fd nebo neaklimatizovan\u00fd na pracovn\u00ed z\u00e1t\u011b\u017e b\u011bhem ur\u010dit\u00fdch pracovn\u00edch podm\u00ednek;<\/li>\n<li>oble\u010den\u00ed (v\u010detn\u011b ochrann\u00e9ho);<\/li>\n<li>jak\u00fd je re\u017eim pr\u00e1ce a odpo\u010dinku (% \u010dasu pr\u00e1ce vs % \u010dasu p\u0159est\u00e1vek na odpo\u010dinek).<\/li>\n<\/ul>\n<h6><strong>Hodnocen\u00ed rizik na pracovi\u0161ti<\/strong><\/h6>\n<p>Pokud existuje mo\u017enost vzniku nadm\u011brn\u00e9 tepeln\u00e9 z\u00e1t\u011b\u017ee, mus\u00ed zam\u011bstnavatel\u00e9 posoudit rizika pro zam\u011bstnance. Mus\u00ed zv\u00e1\u017eit:<\/p>\n<ul>\n<li><em>pracovn\u00ed po\u017eadavky a pracovn\u00ed tempo<\/em>\u00a0\u2013 \u010d\u00edm v\u011bt\u0161\u00ed energetick\u00fd v\u00fddej pracovn\u00edka, t\u00edm v\u00edce t\u011blesn\u00e9ho tepla vznik\u00e1;<\/li>\n<li><em>pracovn\u00ed klima<\/em>\u00a0\u2013 zahrnuje teplotu vzduchu, vlhkost, proud\u011bn\u00ed vzduchu a pr\u00e1ci v bl\u00edzkosti zdroje tepla;<\/li>\n<li><em>pracovn\u00ed od\u011bv a OOPP<\/em>;<\/li>\n<li><em>v\u011bk pracovn\u00edka, t\u011blesn\u00fd typ a zdravotn\u00ed stav\u00a0<\/em>(nap\u0159. hormon\u00e1ln\u00ed nerovnov\u00e1ha nebo ji\u017e existuj\u00edc\u00ed onemocn\u011bn\u00ed) mohou ovlivnit jeho toleranci tepla.<\/li>\n<\/ul>\n<h6><strong>Hodnocen\u00ed rizik m\u016f\u017ee pomoci ur\u010dit:<\/strong>\u00b7<\/h6>\n<ul>\n<li>jak z\u00e1va\u017en\u00e9 je riziko;<\/li>\n<li>zda jsou st\u00e1vaj\u00edc\u00ed kontroln\u00ed opat\u0159en\u00ed \u00fa\u010dinn\u00e1;<\/li>\n<li>jak\u00e1 opat\u0159en\u00ed by m\u011bla b\u00fdt p\u0159ijata ke kontrole rizika;<\/li>\n<li>jak nal\u00e9hav\u011b pot\u0159ebujete jednat.<\/li>\n<\/ul>\n<h6><strong>Pro posouzen\u00ed rizika by m\u011bl zam\u011bstnavatel vz\u00edt v \u00favahu:<\/strong>\u00b7<\/h6>\n<ul>\n<li>jak\u00fd je dopad nebezpe\u010d\u00ed;<\/li>\n<li>jak\u00e1 je pravd\u011bpodobnost, \u017ee nebezpe\u010d\u00ed zp\u016fsob\u00ed \u0161kodu.<\/li>\n<\/ul>\n<p>To, jak se pracovn\u00edk c\u00edt\u00ed horko, se bude v ka\u017ed\u00e9 situaci li\u0161it v z\u00e1vislosti na jednotliv\u00e9m pracovn\u00edkovi, pr\u00e1ci, kterou d\u011bl\u00e1, a prost\u0159ed\u00ed, ve kter\u00e9m pracuj\u00ed. V\u00a0tomto p\u0159\u00edpad\u011b je nutn\u00e1 komunikace zam\u011bstnavatele a zam\u011bstnance (a jejich z\u00e1stupci), aby zjistili, zda netrp\u00ed n\u011bjak\u00fdmi ran\u00e9 p\u0159\u00edznaky n\u011bjak\u00e9 nemoci zp\u016fsoben\u00e9 nadm\u011brnou tepelnou z\u00e1t\u011b\u017e\u00ed (viz text v\u00fd\u0161e). Pokud se vyskytne probl\u00e9m, m\u016f\u017ee b\u00fdt zapot\u0159eb\u00ed odborn\u00e9 poradenstv\u00ed od odborn\u00edk\u016f na ochranu zdrav\u00ed p\u0159i pr\u00e1ci.
