Byli to st\u00e1tn\u00ed zam\u011bstnanci, kte\u0159\u00ed m\u011bli na starost p\u00e9\u010di o c\u00edsa\u0159skou silnici, a ka\u017ed\u00fd z nich<span class=\"text_exposed_show\">\u00a0m\u011bl p\u0159id\u011blen zhruba \u010dty\u0159i kilometry dlouh\u00fd \u00fasek, kter\u00fd musel udr\u017eovat. Jako zdroj p\u0159iv\u00fdd\u011blku \u201epropachtov\u00e1vali\u201c, neboli pronaj\u00edmali p\u0159\u00edkopy, o kter\u00e9 byl ve vesnici v\u017edy sv\u00e1d\u011bn boj, proto\u017ee p\u0159edstavovaly dobr\u00fd zdroj krmn\u00e9 tr\u00e1vy pro dobytek. Jindy zase cest\u00e1\u0159i prod\u00e1vali bl\u00e1to z p\u0159\u00edkop\u016f, kter\u00e9 bylo cen\u011bn\u00fdm hnojivem. <\/span><\/h6>\n<p><span class=\"text_exposed_show\">V zim\u011b museli cest\u00e1\u0159i pod ka\u017ed\u00fd kopec nav\u00e9zt hromadu p\u00edsku, a kdy\u017e se ud\u011blalo n\u00e1led\u00ed, museli j\u00edm kopce prohazovat, aby se udr\u017eela pr\u016fjezdnost silnice. Patentem Marie Terezie z roku 1778 se \u0159\u00edk\u00e1 k \u00fadr\u017eb\u011b silnic: ,,(\u2026) aby po sv\u00e9m proveden\u00ed toto vz\u00e1cn\u00e9 d\u00edlo nebylo zase poru\u0161eno nebo zma\u0159eno(\u2026) V uv\u00e1\u017een\u00ed, \u017ee N\u00e1\u0161 person\u00e1l silni\u010dn\u00ed a \u010dast\u011bji cest\u00e1\u0159i b\u00fdvaj\u00ed ur\u00e1\u017eeni d\u00edlem nad\u00e1vkami a hrozbami i n\u00e1sil\u00edm vzta\u017een\u00ed rukou (p\u0159es to, \u017ee cest\u00e1\u0159i, aby tomu bylo zabr\u00e1n\u011bno, nos\u00ed n\u00e1prsn\u00ed \u0161t\u00edtky s Na\u0161\u00edm Nejvy\u0161\u0161\u00edm znakem) a odstra\u0161ov\u00e1ni b\u00fdvaj\u00ed(\u2026) bezohledn\u011b potrest\u00e1ni byli po prv\u00e9 6 \u0159\u00ed\u0161sk\u00fdmi tolary, po druh\u00e9 v\u0161ak 12 \u0159\u00ed\u0161sk\u00fdmi tolary, p\u0159i \u010dast\u011bj\u0161\u00edm p\u0159estoupen\u00ed(\u2026) pro jin\u00e9 odstra\u0161uj\u00edc\u00edm citeln\u00fdm t\u011blesn\u00fdm trestem.\u201c<\/span><\/p>\n<p><span class=\"text_exposed_show\">Roku 1829 byl vyd\u00e1n P\u0159edpis pro cest\u00e1\u0159e na podkrajsk\u00fdch silnic\u00edch, kde je v \u00a71 uvedeno: ,,Cest\u00e1\u0159 (uklize\u010d cest) m\u00e1 dle sv\u00e9 slu\u017eebnosti bu\u010fto ka\u017edodenn\u011b, vyjmaj\u00edce ned\u011ble a zasv\u011bcen\u00e9 sv\u00e1tky, aneb v t\u011bch dnech, na kter\u00e1\u017e najat byl, na vyk\u00e1zan\u00e9m jemu kusu cesty na\u0159\u00edzen\u00e9 pr\u00e1ce bedliv\u011b a piln\u011b konati, dob\u0159e se zachov\u00e1vaje k spolud\u011bln\u00edk\u016fm jemu vyk\u00e1zan\u00fdm.\u201c V t\u011bchto instrukc\u00edch se tak\u00e9 ur\u010duje p\u0159esn\u00e9 ozna\u010den\u00ed cest\u00e1\u0159\u016f: ,,Aby se cesta\u0159ov\u00e9 od n\u00e1denn\u00edk\u016f \u010dasem k v\u00fdpomoci najat\u00fdch rozeznali, mus\u00ed jako cest\u00e1\u0159i na er\u00e1rn\u00edch silnic\u00edch<br \/>\nc. k. orla nos\u00ed, \u010desk\u00e9ho lva z plechu na \u010depici nebo klobouku p\u0159i pr\u00e1ci m\u00edti a jej v\u017edy v \u010distot\u011b chovati.\u201c<\/span><\/p>\n<p><span class=\"text_exposed_show\">Po\u010d\u00e1tky zimn\u00ed \u00fadr\u017eby. Cest\u00e1\u0159\u016fm nebylo dovoleno p\u0159ij\u00edmat pen\u011b\u017en\u00ed dary. Pokud cest\u00e1\u0159 dodr\u017eel v\u0161echny sv\u00e9 z\u00e1vazky a povinnosti, mohl dostat p\u0159i v\u00fdplat\u011b odm\u011bnu, pokud ne byla mu vystavena d\u016ftka, finan\u010dn\u00ed potrest\u00e1n\u00ed a nebo byl propu\u0161t\u011bn.<\/span><\/p>\n<p><span class=\"text_exposed_show\">Zabezpe\u010den\u00ed sj\u00edzdnosti cest a silnic bylo na \u00faseku silni\u010dn\u00edho hospod\u00e1\u0159stv\u00ed v\u017edy jednou z nejn\u00e1ro\u010dn\u011bj\u0161\u00edch \u010dinnost\u00ed. Za po\u010d\u00e1tky zimn\u00ed \u00fadr\u017eby na st\u00e1tn\u00edch silnic\u00edch lze pova\u017eovat povinnosti vypl\u00fdvaj\u00edc\u00ed z \u0159\u00ed\u0161sk\u00e9ho z\u00e1kona ze dne 2. 1. 1877 \u010d. 33 \u201eO stanoven\u00ed odstra\u0148ov\u00e1n\u00ed sn\u011bhu na \u0159\u00ed\u0161sk\u00fdch silnic\u00edch.\u201c<\/span><\/p>\n<p><span class=\"text_exposed_show\">\u00a7 1. Sn\u00edh odkl\u00edzeti na silnic\u00edch \u0159\u00ed\u0161sk\u00fdch, aby se mohlo po nich voln\u011b jezditi, povinny jsou s v\u00fdhradou v \u00a7 9 u\u010din\u011bnou obce a statky o sob\u011b postaven\u00e9, kde takov\u00e9 statky jsou, skrze kter\u00e9\u017e bu\u010f silnice jde, anebo kter\u00e9\u017e nejsou v\u00edce ne\u017e osm kilometr\u016f od t\u00e9 \u010d\u00e1sti silnice, kde se pracuje, vzd\u00e1leny.<\/span><\/p>\n<p><span class=\"text_exposed_show\">Prvn\u00ed zpr\u00e1vy o zaji\u0161\u0165ov\u00e1n\u00ed zimn\u00ed \u00fadr\u017eby na okresn\u00edch silnic\u00edch jsou z poloviny 19. stolet\u00ed, kdy prohazov\u00e1n\u00ed sn\u011bhu musely zaji\u0161\u0165ovat obce (vzd\u00e1len\u00e9 do 7,5 kilometr\u016f od silnice) pod dohledem krajsk\u00e9ho \u00fa\u0159adu. Od roku 1910 stanovil \u201eSlu\u017eebn\u00ed \u0159\u00e1d pro cest\u00e1\u0159e na okresn\u00edch silnic\u00edch v Kr\u00e1lovstv\u00ed \u010desk\u00e9m,\u201c n\u00e1sleduj\u00edc\u00ed pokyny: <\/span><\/p>\n<p><span class=\"text_exposed_show\">\u201e<em>Nastanou-li sn\u011bhov\u00e9 z\u00e1v\u011bje na silnici, jest cest\u00e1\u0159 povinen bez ohledu na dobu pracovn\u00ed u\u010diniti v\u0161echna opat\u0159en\u00ed, aby j\u00edzdn\u00e1 dr\u00e1ha z\u016fstala pro j\u00edzdu a ch\u016fzi volnou. P\u0159i vyhazov\u00e1n\u00ed sn\u011bhu m\u00e1 cest\u00e1\u0159 k tomu hled\u011bti, aby z\u016fstala na silnici vrstva sn\u011bhov\u00e1 ku sanici pot\u0159ebn\u00e1 v s\u00edle 20 a\u017e 30 centimetr\u016f, d\u00e1le, aby se z po\u010d\u00e1tku aspo\u0148 jedna kolej proh\u00e1zela a aby se od n\u00ed m\u00edstu \u0161ir\u0161\u00ed v\u00fdhybky za \u00fa\u010delem vyh\u00fdb\u00e1n\u00ed se povoz\u016f proti sob\u011b jedouc\u00edch z\u0159\u00eddily. Pro silnici s men\u0161\u00ed vozbou posta\u010d\u00ed proh\u00e1zeti jednu kolej; pro silnice siln\u011b frekventovan\u00e9 nutno postarati se pozd\u011bji i o vyh\u00e1zen\u00ed druh\u00e9 koleje, aby vozba netrp\u011bla. Sn\u00edh budi\u017e odh\u00e1zen co mo\u017eno ve sm\u011bru po v\u011btru, je\u017eto se, odhazuje-li se proti v\u011btru, tvo\u0159\u00ed hr\u00e1z, kter\u00e1 p\u0159isp\u00edv\u00e1 ku dal\u0161\u00edmu tvo\u0159en\u00ed se z\u00e1v\u011bj\u00ed na silnici. Nastane-li n\u00e1led\u00ed na silnici, jest cest\u00e1\u0159 povinen bez ohledu na stanovenou dobu pracovn\u00ed led prosek\u00e1vati a odhazovati. Na trat\u00edch hojn\u011b u\u017e\u00edvan\u00fdch a v osad\u00e1ch m\u00e1 cest\u00e1\u0159 vy\u017e\u00e1dati si od silni\u010dn\u00ed spr\u00e1vy re\u017en\u00fd p\u00edsek a nebo drolinu \u0161t\u011brkovou a m\u00e1 p\u0159i n\u00e1led\u00ed j\u00edzdnou dr\u00e1hu a bankety t\u00edmto materi\u00e1lem pohazovati.\u201c<\/em><\/span><\/p>\n<p><span class=\"text_exposed_show\"> O slo\u017eit\u00fdch pom\u011brech v zim\u011b na silnic\u00edch sv\u011bd\u010d\u00ed n\u00e1sleduj\u00edc\u00ed dv\u011b zpr\u00e1vy z druh\u00e9 poloviny 19. stolet\u00ed.<br \/>\n\u201e<em>V zim\u011b roku 1859 napadlo mnoho sn\u011bhu. V takov\u00e9m p\u0159\u00edpad\u011b se vypom\u00e1halo z ka\u017ed\u00e9ho \u010d\u00edsla jednou osobou p\u0159i prohazov\u00e1n\u00ed z\u00e1v\u011bj\u00ed. Domk\u00e1\u0159i v\u0161ak odm\u00edtli j\u00edti, proto byli z na\u0159\u00edzen\u00ed politick\u00e9ho \u00fa\u0159adu pokutov\u00e1ni. Z pokuty \u2013 od ka\u017ed\u00e9ho domk\u00e1\u0159e 10 kr. \u2013 se zjednala a zaplatila n\u00e1hradn\u00ed s\u00edla.\u201c<\/em><\/span><\/p>\n<p><span class=\"text_exposed_show\">Tragick\u00fd d\u016fsledek m\u011bla sn\u011bhov\u00e1 kalamita 6. prosince 1892:<br \/>\n<em>\u201eJan Novotn\u00fd, podruh roln\u00edka vraceje se s povozem z Vimperka opozdil se na zast\u00e1vce U sloup\u016f. As k 8. hodin\u011b ve\u010dern\u00ed v hrozn\u00e9 metelici sn\u011bhov\u00e9 dojel sotva kousek za b\u00fdval\u00fd dv\u016fr, kde uv\u00e1zl v ohromn\u00e9 z\u00e1v\u011bji. P\u0159i pokusu o vypro\u0161t\u011bn\u00ed kon\u011b zapadli a\u017e po u\u0161i a z\u0159ejm\u011b zran\u011bn\u00fd ko\u010d\u00ed pak zmrzl. Nalezen byl a\u017e r\u00e1no p\u0159i dob\u00fdv\u00e1n\u00ed zran\u011bn\u00fdch kon\u00ed.\u201c<\/em><\/span><\/p>\n<p><span class=\"text_exposed_show\">V zimn\u00edm obdob\u00ed se na silnic\u00edch objevovalo n\u011bkolik druh\u016f san\u00ed. Byly to \u201ekorby\u201c (\u010dasto prout\u011bn\u00e9) pro cestov\u00e1n\u00ed, ko\u010d\u00e1ry s mo\u017enost\u00ed v\u00fdm\u011bny kol za ly\u017ee, d\u0159eva\u0159sk\u00e9 dvojit\u00e9 san\u011b \u201ekl\u00e1\u010f\u00e1tka\u201c nebo t\u011b\u017ek\u00e9 san\u011b, kter\u00e9 roln\u00edci v \u00farodn\u00fdch bezles\u00edch kraj\u00edch nalo\u017eili obil\u00edm, aby zrno v hor\u00e1ch vym\u011bnili za palivov\u00e9 d\u0159evo. Ru\u010dn\u00ed prohazov\u00e1n\u00ed bylo postupn\u011b nahrazov\u00e1no d\u0159ev\u011bn\u00fdmi pluhy, kter\u00e9 byly prvn\u00edm za\u0159\u00edzen\u00edm pro odstra\u0148ov\u00e1n\u00ed sn\u011bhu. Sn\u011bhov\u00e9 pluhy se pou\u017e\u00edvaly jak v rovin\u011b, tak na hor\u00e1ch. V\u011bt\u0161inou m\u011bly sklopn\u00e1 k\u0159\u00eddla, tak\u017ee p\u0159i odstra\u0148ov\u00e1n\u00ed sn\u011bhu po polovin\u011b silni\u010dn\u00edho t\u011blesa se pluh mohl z\u00fa\u017eit. Bo\u010dn\u00ed st\u011bny byly vzadu vy\u0161\u0161\u00ed ne\u017e vep\u0159edu, aby odtla\u010dovan\u00fd sn\u00edh nemohl p\u0159epadnout na vozovku. Z\u00e1b\u011brn\u00e1 \u0161\u00ed\u0159ka se pohybovala od 3,5 do 7,5 metr\u016f. Silnice se proj\u00ed\u017ed\u011bla nejd\u0159\u00edve uprost\u0159ed j\u00edzdou z nejvy\u0161\u0161\u00edho m\u00edsta k nejni\u017e\u0161\u00edmu a oba boky se \u010distily p\u0159i j\u00edzd\u011b zp\u011bt. <\/span><\/p>\n<p><span class=\"text_exposed_show\">D\u0159ev\u011bn\u00fd pluh, poprv\u00e9 pou\u017eit\u00fd v roce 1899, v\u00e1\u017eil asi 3 q, v rovin\u011b byl ta\u017een\u00fd dv\u011bma a\u017e t\u0159emi p\u00e1ry kon\u00ed, na hor\u00e1ch \u010dty\u0159mi a\u017e p\u011bti. K provozu bylo t\u0159eba krom\u011b cest\u00e1\u0159e t\u0159ech d\u011bln\u00edk\u016f a pat\u0159i\u010dn\u00fd po\u010det vozk\u016f, celkem tedy \u0161est a\u017e dev\u011bt lid\u00ed. Sn\u011bhov\u00fdm pluhem se o\u010distilo za jednu hodinu pr\u016fm\u011brn\u011b jeden a\u017e dva kilometry vozovky. V roce 1939 byla v \u010cech\u00e1ch a na Morav\u011b zavedena tzv. pov\u011btrnostn\u00ed zpravodajsk\u00e1 slu\u017eba. Bylo p\u0159esn\u011b stanoveno, jak\u00fdm zp\u016fsobem (pod jak\u00fdmi \u0161iframi) a v kter\u00e9 dob\u011b mus\u00ed denn\u011b cest\u00e1\u0159 telefonovat sv\u00fdm nad\u0159\u00edzen\u00fdm o sj\u00edzdnosti silnic. <\/span><\/p>\n<p><span class=\"text_exposed_show\">Tato silni\u010dn\u00ed slu\u017eba byla prov\u00e1d\u011bna pouze v zimn\u00edm obdob\u00ed a trvala tak dlouho, dokud byl provoz na ozna\u010den\u00fdch silnic\u00edch ovliv\u0148ov\u00e1n sn\u011bhem a n\u00e1led\u00edm. Ze zimn\u00ed silni\u010dn\u00ed praxe uve\u0159ejn\u011bn\u00e9 v Silni\u010dn\u00edm obzoru \u010d. 4\/1947: <em>\u201eRovn\u011b\u017e st\u00e1tn\u00ed cestmistry bude nutno v budoucnosti v\u00edce zmotorisovati, aby byli pohybliv\u011bj\u0161\u00ed a mohli<\/em><br \/>\n<em> \u00fa\u010dinn\u011b zasahovati v m\u00edstech nal\u00e9hav\u00e9 pot\u0159eby. Bude se muset p\u0159ij\u00edt k n\u00e1zoru, \u017ee zde nejde o n\u011bjak\u00fd luxus, ale o nutnou pot\u0159ebu pro hospod\u00e1rn\u00fd a dobr\u00fd chod slu\u017eby. Nebo\u0165 st\u00e1tn\u00ed cestmistr jest tak\u00e9 jenom \u010dlov\u011bk a m\u00e1 zdrav\u00ed tak\u00e9 jen jedno a p\u0159i d\u00e9lce 80-100 km p\u0159id\u011blen\u00fdch silnic nem\u016f\u017ee d\u011blati divy, chod\u00ed-li\u00a0<\/em><em>jen p\u011b\u0161ky.\u201c<\/em><\/span><\/p>\n<p><span class=\"text_exposed_show\"><br \/>\n<strong>Zdroj: D\u011bjiny spr\u00e1vy v \u010desk\u00fdch zem\u00edch: od po\u010d\u00e1tku st\u00e1tu po sou\u010dasnost. 2.
